Promotes staging (0.1.18) to main. Ref #308939.

Changes

  • Redmine (taskman) notes from local git hooks (Post Redmine notes from local git hooks instead of CI secrets #63). Commits that reference an issue as refs #N / fixes #N are posted as notes when pushed, using each developer's own API key from their local .env, so no Redmine key is stored in GitHub. The Redmine Notify workflow now only checks that such commits carry the Redmine-Hook: v1 trailer. One-time setup per clone is in the README ("Redmine (taskman) notes").
  • Catalog magic test notebook update (Update catalog magic test notebook; Redmine hook test file #64).
  • debugger/redmine_hook_test.txt, a dummy file from testing the hooks. It's safe to delete.
  • Version bump to 0.1.18, plus the README install examples for the staging release.

Merging this triggers the Release workflow on main.

Posts each pushed commit's message as a note on any Redmine issue it
references, copied as-is from eeadata/EEALakeHouse (development) —
see .github/scripts/redmine_notify.py for the reference convention it
looks for. Requires REDMINE_API_KEY (and optionally
REDMINE_API_KEYS_JSON for per-author attribution) as repository secrets.

Each developer's own REDMINE_API_KEY is read from their local .env by a
pre-push hook, so no Redmine key is stored in GitHub. A commit-msg hook
tags issue-referencing commits with a Redmine-Hook trailer, and the
Redmine Notify workflow now only checks for it. A VS Code folder-open
task installs the hooks.
