new export-portal CLI command

Users sometimes want to transition from the imperative way of working of the educates CLI to a declarative way of working so that they can integrate into some type of automation or source control. There's currently no way to get the yaml associated with a specific trainingportal and the referenced workshops.

Describe the solution you'd like

Add a educates export-portal <portal-name>... command that will spit yaml ready to be added to version control or automation tools. It should include the TrainingPortal and the Workshops included in the Trainingportal.

think about when exporting, initially just exporting the yaml to stdout, but add possibility, via flags of creating files (structured in the way we do structure workshops) and also ociImages. (e.g. --as-files <DEST_DIR> and --as-image <IMAGE_NAME>) so that we can use the generated files and image to educates deploy-workshop (or similar command)
