[Sparkth] Chat Interface Backend Implementation

When users log in to sparkth, if they have enabled chat UI plugin, they should see a chat interface on home page.

Basic functionality:

1. User should be able to select one or many files/folders from linked resources to use in course creation
2. User should be able to chat with Claude via that chat interface
3. User should be able to create course outline, review them easily (i think this will be a canvas?) and publish them on Open edX/Canvas.
4. Chat history to be saved
5. Multiple chats to be supported

Good to have:

1. A basic hello message
2. some pre-prompts (refer to screenshot)
