[Tech-Debt] Remove retry related SecretStore config items and update secret path

With latest tagged version of go-mod-bootstrap and hence app-functions-sdk-go:

• Retry related properties in SecretStore config section has bee remove and hence need to remove these in toml file.
• The prefix of /v1/secret/edgex/ automatically prefixed into the Path property of SecretStore config and hence change needed in Path.
