Import of SysML files containing a user library

When importing into a project a .sysml file that contains a model and a user library, everything is imported in the project/explorer under 'user libraries'. This is an incorrect behaviour.
The temporary solution is to separate the user library into a separate .sysml file, and import the two files independently.

We think this is the right way to do it. Libraries are designed to be reused by other SysMLv2 models so it is a good practice to isolate it in a separate file.
