Create missing draft documents

Create the documents in the safety plan (https://eclipse-score.github.io/score/main/platform_management_plan/safety_management.html) which are currently only "Link to WP" and their according status in "automated"
Use the folder structure as in https://eclipse-score.github.io/score/main/contribute/general/folder.html and the templates from the process_description. If templates are missing for platform level, create from the ones from module level.
