mw::com: Full testability for the user facing C++ API

Currently mw::com has certain APIs that are hard to mock for users.
This has an impact on testability of user code.

Excuse me, I have experience in using Vector adaptive AUTOSAR, and I am familiar with its osa and com cluster. Maybe I can also participate in the development of score's functional modules. I can use C++,C and Python, usually cmake, not very familiar with bazel but learning ongoing.
If you are willing to add cmake to build, I can also add CMakeLists to the project

Status: We are currently evaluating which part of mw::com public API currently lack testability, and working on a overall design. Target to analyze gaps and the overall design until end of CW33.

On track. Testability to mw::com public API will be provided on via mw::service layer.

Currently a pre-selected LoLa user app on BMW side (nPDU Tunneling) is modified to make use of mw::service to test/mock mw::com API usage, and then in parallel we are filling any gaps we identify in mw::service to fully mock/test mw::com APIs. Target is until end of CW35.

Afterwards, with this learning/outcome, a full detailed design will be worked out how mw::com public API will be testable via mw::service layer.

Status: Due to some unforeseen blockers in mw::service, the original target to switch nPDU tunneling user application to mw::service, and filling gaps in mw::service to support mw::com mocks will not be completed until CW35.

New target is mid September (CW37). Driven by @bemerybmw

However, in parallel, a design of LoLa mock strategy will be created with current use cases identified via nPDU Tunneling as a user application of mw::com. Driven by @ahmed0mousa
