Improvement: Change Management Approval Roles detailling

The Change Management process (https://eclipse-score.github.io/score/main/process/process_areas/change_management/change_management_workflow.html#wf__change__rv_ap_change_request) and plan (https://eclipse-score.github.io/score/main/platform_management_plan/change_management.html#change-request-workflow) describe that feature requests, feature modifications, component requests and component modifications shall all be approved by the technical leads or module leads.
This should be made more specific (especially due to feasibility).
Current agreement of the TLs would be that

• feature request/modification should be approved by the TLs
• for component request/modification it may be the module lead for the request and the committer for the modification - but this is currently not already agreed.

Need to update process description after final agreement by TLs was achieved.
