Tooling information collection

There should be a way to collect information regarding all the tools we use.

The information needed and also more process description can be found in this PR #932

Current proposal is to have a file 'manually' added into each repository (name to be decided) and then use a script to gather that Information from each repo and aggregate them nicely.
