Summary

On win32, when the Classic theme is selected and the Use monitor-specific UI scaling setting is enabled, view toolbars appear below the title of the view, instead of next to it, when shown on a monitor with 125% scaling.

When the Use UI scaling setting is disabled or when shown on a monitor with 100% scaling, the toolbar appears where expected:
