add ee 11 and java se 21
added TODOs for checking with 21
Correct missing "
change validation of error messages wherever there is a list of options (e.g. Jakarta EE versions) in order to allow for extending the list without breaking the test
Further strip down tests where several versions of EE could appear
11 is now valid, but omit future version of EE
Prepare for Jakarta EE 11 release (separate branch)
