Update postgres to v17 (v18?)

The debian image 13 does not have postgresql-client-15 anymore in its repositories.
We can work around that, but it does not get better.
It has been a while...the last time it was a pain, but maybe this time is better.

Prepared the upgrade in the docker compose with:

• update postgres to v18 #9392

The feature branch deployment points to a new database i created on digitalocean with version 15 and i upgraded that new database to v18, no problem.

Next steps:

• also update pg_dump version, see Update debian Docker tag to v13.5 #7964
