Join FIRED event perimeters to the WUMI dataset.

Problem Statement

FIRED perimeters currently just have event and daily IDs. This would provide supplemental information about the name and agency reported data about the fire.

My first impression is that this seems more like an ad-hoc thing, that would perhaps be a seperate function, since it would only apply to the US, and it's a spatio-temporal matching operation after perimeters have already been generated.

Maybe there would be a suite of US-specific attributes that could be added to such a function (e.g. FPA-FOD IDs, MTBS IDs, MS building data, WUI stuff)
