Claude global rules don't seem to be copied

When running sync globally with claude, the $HOME/.claude/rules doesn't get populated with the rulesync nonroot rules.

@sheldonhull I've checked claude code official docs, and it seems that user memory doesn't support rules/*.md.

User memory is what they call it. It's there in that table. I've confirmed it works too with ~/.claude/rules
