[ci] bug_report.yml 被 git-apply 补丁残片污染，Bug 报告模板不是合法 YAML（main 与 dev 均如此） #69

问题

.github/ISSUE_TEMPLATE/bug_report.yml 的第 34 行起残留了一段 git apply 补丁语法，并且把 feature_request.yml 的完整内容重复粘贴了进来：

36: description: 提出一个新功能或改进
... （feature_request.yml 全部字段）

该文件因此不是合法的 issue form：含一行非 YAML 的 ***，以及两个顶层 mapping + 重复的 name/description/body 键。

.github/ISSUE_TEMPLATE/config.yml 是 blank_issues_enabled: false，也就是说「Bug 报告」模板是提交 bug 的唯一入口。

影响面：该文件在 dev 和 origin/main 上都存在（main 的内容与 dev 相同），由 f04c6b9 ci: add GitHub Actions CI, mutants gating, and OSS repo standards 引入。

最小复现

打开 https://github.com/dynamder/Soulmem/issues/new/choose 选择「Bug 报告」即可观察模板的渲染后果（预期为解析失败或字段错乱）。

建议修法

删除 bug_report.yml 第 34 行及其后的全部内容（即 feature_request.yml 的重复副本），使文件在 validations: required: true 之后正常结束。feature_request.yml 本身是完整的，无需改动。

建议同时给两个模板加一道 CI 校验（yaml.safe_load + 检查顶层键），这类残片是评审难以肉眼发现的。

• .github/ISSUE_TEMPLATE/config.yml（blank_issues_enabled: false）
