Use DxcTooltip in internal components

It is expected that our components that are currently using HTML default tooltip, have it replaced by our DxcTooltip.

Additional context
The elements that will be affected for now are:

• Header
• DateInput
• FileInput
• Footer
• FileInput
• Badge
• ActionIcon
• ToggleGroup
• Select
• ApplicationLayout
• Button
