docs(glossary): land the plain-words glossary (ID-293 first slice)#277

ID-293's five terms (gate ~1016 files, ledger ~780, lane ~647, mega ~532,
harness ~319) are semantic-everywhere: each is a code identifier, config key,
module dir, and file name, so a full rename is its own migration project, NOT a
doc sweep (the row and the inventory both classify them that way, verdict
"glossary / own project").
The honest, safe first slice is the glossary itself, which ID-293's own parked
note names as the precondition ("unpark after ... the glossary lands"): a
reader-facing map from each surviving jargon term to its everyday word, so
onboarding gets the plain-words benefit without the destabilising 1000-file
churn. Linked from the CONTRIBUTING Plain words rule.
The five semantic renames are deferred to dedicated migration PRs (reported).
Docs-only (inert). 718/718 meta.

Reconciles the board against PRs #264-#277: strip-personal-paths, rustup-rustfmt, proof-ledger per-repo override scoping, learn-propose precision, five-legs rename, plain-words cheap cluster + glossary, behavioral-test tiering, sync cron + cockpit-mirror re-land, mega folder, and rung-4 redteam ledger. ID-020/ID-036 drop their stale 2026-06-27 open-status notes now that the absence-check and hook-fallback gaps they tracked are closed. New rows (ID-305..308) capture the deferred remainders: learn-propose precision follow-up, the redteam ledger row itself, the plain-words semantic-rename migration cluster, and the ADR-0034 orphan-folder question (HAN-GATED). ID-138 (notion-taskboard sync, PR #274) is an ops-toolkit board row; no matching row exists on this board, so it is left for the ops-toolkit board-scribe pass.

ID-293's cluster (gate/lane/ledger/mega/harness) is semantic-everywhere (300-1000+ files each), classified 'own migration project each' by the row + inventory. The honest first slice is the glossary the row's own parked-note names as the precondition: a plain-word map for every surviving jargon term, linked from the CONTRIBUTING Plain words rule. The five semantic renames are deferred to dedicated PRs (batch report). Docs-only, 718/718 meta. No board edits.
