Add affiliate terms generator link to program Resources

Summary

• Surfaces the free Affiliate Program Terms & Conditions Generator from the Terms of Service section on the program Resources tab (program-help-and-support).
• Updates SettingsRow to render descriptions with MarkdownDescription, matching the existing program settings help-link pattern (e.g. group settings).

Test plan

• Open Program → Resources → Help and Support
• Confirm Terms of Service description includes a “Generate terms for free.” link
• Confirm the link opens https://dub.co/tools/affiliate-terms-generator in a new tab
• Confirm other SettingsRow descriptions on Resources still render correctly (Help Center, Brand assets, etc.)
