Transition deprecated parameters to explicit errors

Per dss-extensions/OpenDSSDirect.py#117, consider marking deprecated parameters as errors after a few years, finally removing after another year.

It's simple enough to add and would be a way to inform years to update their scripts.

Note that EPRI or their contributors sometimes remove/change a lot in a few models without warning. In those cases, we could follow them.

As a reminder, we have kept the legacy models flag to use the removed/replaced models for a few years already, while they were completely replaced in the upstream version.
