npmパッケージを最新化
SCSSのコンパイルにDart Sassを利用するように変更
Drush の特定のコマンドでエラーが発生するため @see drush-ops/drush#4407
プロジェクト作成時の最新のパッケージを使うべきなので lock ファイルはテンプレートとなるリポジトリには含まない。
Drupal コアのパッケージで使用しなくなったため
他のリンターなどを見るとプロジェクトごとにルールセットを置くのが最近の主流であるため、JapneseDrupal のパッケージを削除して代わりに Coder をローカルインストールする。
標準の /tmp では複数のユーザーが使う環境でパーミッションの問題が発生するため対応する
PHPStan や PHPCS などで使うキャッシュディレクトリを一つにまとめ管理を楽にする
