What does this PR do?

It updates pgeof to a new version. Breaking changes are in pgeof.

Before submitting

  • [X ] Did you list all the breaking changes introduced by this pull request?
  • Did you test your PR locally with pytest command? no-op
  • Did you run pre-commit hooks with pre-commit run -a command? is it working ? Some files do not seems to be formatted by black
