Achieved outcome

Implements canonical REQ-PRODUCTION-004 Phase-5 wage settlement over Phase-3 labor allocations. The complete payroll bundle is provenance-checked and preflighted before any stock transition; each accepted employer gross debit is split into cohort net wage plus controlled-State collected wage tax, assessed-but-uncollected tax stays with the cohort, and uncontrolled Regions collect zero State wage tax. Settlement emits stable linked wage/tax transactions, reuses the existing canonical actor-wallet ownership/mutation seam, keeps WorldState immutable during the tick, and exposes accepted post-wage current-tick spendable balances for later affordability checks without introducing M6 fiscal dynamics.

• 4. Controlled Regions use only an explicit deterministic read-only M4 WageTaxPolicyProvider; uncontrolled Regions assess/collect zero State wage tax, with no M6 mutable fiscal state.
• 5. Stable linked WAGE_PAYMENT / positive WAGE_TAX_WITHHELD transactions carry actors, currency, gross/net/assessed/collected amounts and tax→wage causal linkage.
• 6. Phase-5 leaves the input WorldState immutable, exposes an explicit persistence transition and current-tick post-wage spendable balances.
• 7. Settlement output is deterministic under shuffled allocation input order.
• 8. Focused tests cover conservation, partial/zero withholding, uncontrolled jurisdiction, worker/payroll caps, insufficient cash, malformed/duplicate/stale/cross-provenance evidence, deterministic order, immutability and spendable-balance visibility.

Assumptions and unknowns

Established from canonical Handoff/05 §15: Phase-3 LaborAllocation.grossWageObligation is the fixed gross payroll obligation; current M4 uses Region settlement currency for the ProductionUnit payroll wallet; wage-tax and collection evidence is read-only injected evidence until M6; an uncontrolled Region collects zero State wage tax. Household consumption planning itself remains a separate Population requirement, so this slice exposes the authoritative post-wage affordability query rather than inventing a second shopping path.

Highest-risk area for review

The timing and conservation boundary: the whole tick payroll must fail before persistence if any employer cannot fund its gross obligation, while later same-tick affordability must observe accepted cohort net wages even though canonical WorldState remains immutable during executeTick. The implementation fail-fast validates current-tick allocation/demand provenance, ACTIVE employers, worker-equivalent and gross-payroll caps, exact allocation gross obligations, canonical Region/cohort/unit relationships, and available employer settlement-currency cash before persistence. Controlled Regions use the explicit read-only WageTaxPolicyProvider; uncontrolled Regions do not consult it. Accepted bundles conserve employer gross debit as cohort net wage plus collected State tax, while assessed-but-uncollected tax remains with the cohort. The linked wage/tax transactions have stable IDs/bundles and tax→wage provenance.

The persistence path reuses the existing canonical actor-wallet endpoint/mutation seam and preflights the netted money deltas before rebuilding WorldState. Tick execution itself remains immutable; getPostWageSpendableBalance projects the accepted Phase-5 deltas for later same-tick affordability without mutating canonical state.
