Achieved outcome

Restored the broken policy-guard check by adding the missing REQ-MARKET-003 ledger row that PR #293 deferred. The ledger now truthfully records that REQ-MARKET-003 (deterministic local clearing) was completed and merged, unblocking all pending pull requests.
