CODE_RUNTIME_QA_M1_18 — one new schema/conformance blocker.
StockLocation advertises ownerType: "MONETARY_AUTHORITY", but the shape has no monetaryAuthorityId (only stateId/clanId/productionUnitId/regionId). Its own contract says the location must uniquely identify where a stock mutation occurs. In the canonical multi-state baseline there are multiple monetary authorities, so MONEY records attributed to monetary authorities cannot identify the authoritative stock holder and two authorities collapse to the same owner kind.
Minimal repair: carry the concrete MonetaryAuthorityId for MONETARY_AUTHORITY locations (a discriminated union is ideal, but equivalent validated shape is fine), require the matching identifier for that owner kind, and add a negative/identity test proving two different authorities remain distinguishable and an authority location without its ID is rejected/not constructible. Do not change monetary economics or widen M2 scope.
Keep REQ-CORE-006 unclosed until this owner/location identity acceptance is proved. The previously reported M1/CONFIG-004 gate dispute is separate and is not re-counted by this review.

ACCEPTOR Verdict: REQUEST_CHANGES
Head revision: d4dc2cd
Gate: Acceptance criterion #3 - Owner/location must uniquely identify stock mutation
Finding: A prior QA review (CODE_RUNTIME_QA_M1_18, submitted 2026-09-06T05:57:55Z on this exact head revision) identified a schema defect that blocks acceptance of REQ-CORE-006.
The defect: The StockLocation interface advertises ownerType: "MONETARY_AUTHORITY" but provides no monetaryAuthorityId field. The interface's own contract states it must "uniquely identify where a stock mutation occurs". In the canonical multi-state baseline scenario there are multiple monetary authorities; without the authorityId, MONEY records attributed to different authorities collapse to the same owner kind, violating both the contract and acceptance criterion #3 (typed ledger must include stock key and authoritative owner/location).
Why this matters: Causal accounting and deterministic diagnostics depend on unambiguous stock location identity. Two different authorities with the same ownerType and no discriminating field means:
- Loss of identity for accounting/reconciliation/diagnostics
- Violation of stated contract: "Must uniquely identify where a stock mutation occurs"
- Impossible to prove distinct monetary authority stocks remain separate
- REQ-MIGRATION-003 cannot certify canonical ledger fidelity against legacy if locations are ambiguous
What satisfies it:
- Add
monetaryAuthorityId?: MonetaryAuthorityIdtoStockLocation(or use a discriminated union shape) - Require the matching identifier for MONETARY_AUTHORITY owner kind
- Add tests proving:
- Two different authorities remain distinguishable
- A MONETARY_AUTHORITY location without its ID is rejected or not constructible
- Do not change monetary mechanics or widen M2 scope
See the prior QA review on this PR for full context; that finding stands unresolved. Keep REQ-CORE-006 unclosed pending this owner/location identity acceptance.

CODE_RUNTIME_QA_M1_19 — one new accounting/conformance blocker, distinct from the previously reported MonetaryAuthority location-ID defect.
PhysicalLossRecord is correctly documented as a one-sided negative physical-stock delta with no balancing goods credit, but reconcileTickLedger() currently accumulates PHYSICAL_LOSS into the ordinary GOOD residual and then requires that total to reconcile to zero. The test named accepts physical loss without balancing credit actually expects a reconciliation failure with residual -20. That is the opposite of the canonical M2/CORE-T17 contract: an attributed physical loss is a permitted one-sided sink and must not be treated as an unmatched transfer merely because there is no positive goods credit.
Minimal repair:
- Keep PHYSICAL_LOSS as explicit negative attribution and validate it is finite and non-positive.
- Separate/recognize attributed physical sinks when evaluating GOOD reconciliation, so a valid standalone PHYSICAL_LOSS does not fail solely for being one-sided.
- Change the physical-loss acceptance test to prove the attributed sink is accepted/reconciled, add a negative test rejecting a positive PHYSICAL_LOSS, and keep the synthetic unmatched ordinary GOOD-delta test failing deterministically with category/key/residual diagnostics.
- Do not add M3+ production/consumption mechanics or redesign the ledger; this is only the smallest correction needed to satisfy the already-canonical M2 accounting semantics.
The existing R104 MonetaryAuthority stock-location identity blocker remains separately open and is not re-counted here. The older M1/CONFIG-004 gate dispute is also separate.

ACCEPTOR Verdict: REQUEST_CHANGES (Revised)Head revision: d4dc2cd Gate: Prior QA reviews require changesFinding: Prior to completion of independent verification, two QA reviews (CODE_RUNTIME_QA_M1_18 at 2026-09-06T05:57:55Z and CODE_RUNTIME_QA_M1_19 at 2026-09-06T06:56:33Z) were submitted on this exact head revision, identifying schema and logic defects that block acceptance. My initial acceptance was made without checking for prior verdicts — a procedural error on my part. Required ChangesBoth QA findings must be addressed before re-review: 1. CODE_RUNTIME_QA_M1_18 — Missing MonetaryAuthorityId in StockLocation
2. CODE_RUNTIME_QA_M1_19 — Incorrect PHYSICAL_LOSS reconciliation handling

…efusals (#199) The selector read verdicts by their words: the ACCEPTOR's own "## ACCEPTOR Verdict:" heading was not one to it (#152), a QA review in the CHANGES_REQUESTED state with no verdict word was not one either, and a QA COMMENTED review after a verdict passed for the AUTHOR's correction. Each misreading handed an already-judged head to the reviewer again; on #190 and #193 that produced the contradictory verdicts and the refusals that closed them. The rework bound then counted the QA reviewer's refusals as rounds of the loop. A formal review's state is now a verdict whatever its words; a correction is only the pull request author's own comment; the bound counts refusals posted by the identity the workflow names. Decision: Global per-currency/good reconciliation (not per-owner) aligns with transfer semantics: equal-and-opposite deltas for the same currency/good sum to zero globally, regardless of owner.
Decision: Tolerance scale is relative to the maximum delta magnitude for each currency/good, enabling precision-appropriate reconciliation for transfers of any size.
Risk: None identified. All acceptance criteria met with comprehensive test coverage.
