release: 0.3.0 reworks the English and German UI copy

Bumps the manifest to 0.3.0 and records #3 in the changelog. Six English entity
names change, which changes the entity ids Home Assistant suggests for new
installations, so this is a minor release rather than a patch under the 0.x rule.
