react ui does not report if config is malformed

What happened?

The config.json was malformed. When starting the react UI, there is no mention of it. In the /config screen the config is the default.

How to reproduce

1. Make the config.json invalid by adding a stray comma, or similar.
2. npm start
3. /config
4. Notice the config is loaded
