Need a provisioning tool #23
Description
既然是国际社区 下面还是用英文写。
It's complicated to start contribute.
So a provisioning tool is helpful to development environment. Install the dependences and initialise the database, etc.
And i think setuptools is more powerful and popular than requirements.txt :P
