.NET Core 3.0 WPF Crash when copying from RichTextBox

Copying from a RichTextBox control in .NET Core 3.0 with WPF will consistently cause the application to freeze up and eventually crash. This problem only seems to affect RichTextBoxs, as when I tried with a regular TextBox, it ran perfectly fine.

@Oliveoil1, is the application freezing when copying text from the RichTextBox to the clipboard? That works normally in recent versions of the .NET core SDK. Could you try a recent version of the .NET core SDK? https://github.com/dotnet/core-sdk/blob/master/README.md#installers-and-binaries

Moving this to 3.0 since this is a move involved change. We should try to get this in early in Preview 8.
