Problem encountered on https://dotnet.microsoft.com/en-us/learn/aspnet/blazor-tutorial/run
Operating System: windows 10

So everything's working technically, but the CSS can't load properly.
Here's what i got from browser console:
CSS Hot Reload ignoring https://localhost:7278/bootstrap/bootstrap.min.css because it was inaccessible or had more than 5000 rules.

running on firefox as well as chrome same error.
