Describe the bug.

Empty runtime folders are still present after uninstalling the runtimes

Reproduction Steps

1. Run the 'Sample: Acquire .NET runtime' command and enter the runtime version or Run the `Sample: Concurrently acquire all 2.X .NET Core runtimes' command.
2. Run the ‘.NET Install Tool: Uninstall .NET’ command to uninstall the runtime. In output, it show a message of uninstallation success.
3. Go to the runtime installation path 'c:\Users{ USERNAME }\AppData\Roaming\Code\User\globalStorage\ms-dotnettools.sample-extension.dotnet' and observe

Expected Behavior

The runtime is uninstalled succeed and the related files are deleted.

Exceptions & Errors (if any)

The runtime folder is still present even it is empty.

Ah, good catch, the deletion function doesnt delete the root directory anymore, only the sub contents. This should be easy to fix but I wont block the release as it doesnt really result in any problem to my knowledge.
