azure-pipelines-tests-template.ymlto reduce the amount of task duplication inazure-pipelines.yamland make it easier to add spark versions to test.I thought about expanding the template to include all the tasks in the Test stages however they are sufficiently different between Tests, ForwardCompatibility, BackwardCompatibility that I decided against it.
Fixes #658
