VMR pipeline artifacts doubled in size

The "BuildLogs" and "artifacts" folder shouldn't be there. The artifacts folder contains yet again all packages and assets. The build logs should only be in the "vertical-BuildsLogs" pipeline artifact.

dotnet/sdk#48473 potentially regressed this.
