productCommit(.txt|.json) content is wrong inside the VMR

The productCommit(.txt|.json) content is based on the information in Version.Details.xml: https://github.com/dotnet/sdk/blob/43b1c12e3362098a23ca1018503eb56516840b6a/src/Layout/redist/targets/GenerateBundledVersions.targets#L18-L73

The Version.Details.xml information doesn't get updated in the VMR though with live dependency flow.
