Remove msbuild patches for BuildXL feed removal

The following patches need to be removed once the fixes have flowed in:

• main/10.0: Create 0001-remove-buildxl-feed.patch sdk#44194
• 9.0: msbuild patch to remove BuildXL feed sdk#44199
• 8.0: msbuild patch to remove BuildXL feed installer#20202

@mthalman I was looking at open issues and saw this one. Should it be closed as completed?

Yes, it can be closed. The patch still exists for 8.0 in the public branch but it's been removed in the internal branch, so that's good enough.
