VMR builds failing in `runtime` with Command not found

Failing build (internal Microsoft link)

All legs are building failed for runtime repo with error:

  /vmr/src/runtime/src/coreclr/tools/aot/ILCompiler/ILCompiler.csproj(57,5): error MSB3073: The command "..." exited with code 127.
  
  Build FAILED.

It's very likely. The failure is in LocateNativeCompiler target which runs the following command, in this particular SB failed build: sh -c 'build_arch="x64" compiler="clang" . "/vmr/src/runtime/eng//common/native/init-compiler.sh" && echo "$CC;$LDFLAGS"' 2>/dev/null
