Remove creation of Directory.Build.* files for running scenario tests

The suggestion here provides a way to implement a cleaner approach to avoid the implicit importing of Directory.Build.* files that interfere with the execution of the scenario tests. This is done using the ImportDirectoryBuildProps, ImportDirectoryBuildTargets, and ImportDirectoryPackagesProps properties.
