Similar to #1825, ExcludeFromSourceBuild is not fully working in aspnetcore. Recently when trying to debug an SDK failure I saw that src/Mvc/Mvc.Razor/test/Microsoft.AspNetCore.Mvc.Razor.Test.csproj was being compiled - this should be excluded because it's a test project.
