[ArPow] Tarball does not appear to exit on repo failures

When there are repo build failures, the tarball build does not immediately fail. It continues to run and typically fails when it is verifying the repo build produced packages.

This issue is obsolete. Repo failures cause the tarball build to exit/fail immediately.
