NuGet/Home#7801 since nuget no longer sets NoBuild on GeneratePackageOnBuild we need to do similar logic to get the previous state.
This reverts commit a22c859.

* Fix GeneratePackageOnBuild with PackAsTool both on NuGet/Home#7801 since nuget no longer sets NoBuild on GeneratePackageOnBuild we need to do similar logic to get the previous state.
