Re-enable Windows_Perf_Helix leg in release/3.1.1xx

Any idea how we can get more informative logs on the test failures? The links to Mission Control give 500s, and the Tests tab doesn't show anything failing.

This is in the 3.x branch, it was updated 29 days ago: 9cd501f

Is that what you consider very, very old, or is it that the arcade branch going to 3.x does not have the change

I think "Microsoft.DotNet.Helix.Sdk" doesn't get updated by the bot

We looked at this and it's because Helix isn't listed in Version.Details.xml

Note that the only downside here was that it referenced Mission Control, which is deprecated and thus made access the logs hard; the work executed the same as it would have normally.
