LGTM modulo build breaks.
Most of these MemoryMarshal.CreateReadOnlySpan uses should go away once
https://github.com/dotnet/csharplang/blob/main/proposals/low-level-struct-improvements.md#safe-fixed-size-buffers is implemented.
