We need it to fix a build break in release/6.0 because AzDO removed Ubuntu 16.04 images. TestingTested on CI in main. RiskMinimal, just moves to a different pool image.

None, this change only affects our CI environment. We need it to fix a build break in release/6.0 because AzDO removed Ubuntu 16.04 images.

Tested on CI in main.
