The
System.Runtime.Serialization.Formatters.Tests.BinaryFormatterTests.ValidateAgainstBlobshas been failing onwindows-x64 Release AllSubsets_Monosince 2024/09/06. This PR disable the test on the affected platform to improve CI health. The test should be re-enabled after #107553 gets resolved.
