[QUIC] Remove hacks to install libnuma in CI

Follow up after microsoft/msquic#3421

After libmsquic package would correctly state libnuma dependency, we need to revert all occurrences of libnuma installation in our docker images, e.g.: dotnet/dotnet-buildtools-prereqs-docker#884
