Re-enable the assembly level attribute portions of src/tests/reflection/GenericAttribute/GenericAttributeTests.cs

This cannot be done until the fix for dotnet/msbuild#6734 reaches the SDK used to build the product.

I couldn't figure out the best area label to add to this issue. If you have write-permissions please help me learn by adding exactly one area label.
