This test fails on Helix with the following error.

    System.Reflection.Tests.AssemblyTests.LoadFromStream_Location_IsEmpty [FAIL]
      System.NullReferenceException : Object reference not set to an instance of an object

           at System.Reflection.Tests.AssemblyTests.LoadFromStream_Location_IsEmpty()

There is no local repro. I'll disable it with ActiveIssue in #2087.
