Need to support Android 16

The next version of Android is going to be released in May 2025, and we need to be able to support it.

This is tracking the effort needed to make updates and test with the new version of Android

It isn't clear to me how we update our test/helix queues for Android releases.

With whatever we do, we should ensure that the approach is captured in https://github.com/dotnet/runtime/blob/main/docs/project/os-onboarding.md.
