Wrong revision in metadata for the `System.Data.SqlClient` version 4.8.6 (NuGet)

I'm trying to figure out the source code corresponding to this package.
For the release 4.8.5. it seems clear that it was released from the corefx repository.
So, I suppose that 4.8.6 also has been released from that repository.

I've been trying to figure out the revision for 4.8.6:

• The version.txt file in the NuGet package states: fa27c9f378dde822f9ebe5af1f0dfd22be1778b1
• The .dll files metadata hints: AssemblyInformationalVersion: 3.1.39+fa27c9f378dde822f9ebe5af1f0dfd22be1778b1

But it seems that the SHA1 is not in the repo, and there is also no tag 3.1.39.

AssemblyInformationalVersion has no relationship with nuget package version, or assembly version. #104712 (comment)

The version 3.1 suggests it being built from corefx repo. There was known version number discrepancies in .NET Core 2.x-3.x era, when nuget packages and assembly versions were using 4.x to make them higher than in-box version of .NET Framework.

The publish date of this particular version is after corefx being archived, and before maintenance-packages was ready. Is it published from some internal source?
