Make built-test performance changes from PR 17161 more general and easy to maintain

This is follow up issue to dotnet/coreclr#17161.

The plan is to improve applied fix by using more general and better abstracted method or eventually refactor coreclr test projects. The aim is to keep or improve on what has been already achieved with build time reduction while improving on implementation.
