Template of plan proposed per feature area:
- Distinguish bugs vs feature requests
- Dedup across the feature area
- Ask area owner to come up with a plan and add that plan to the description in the individual area issue description. Categorize into the following - (label as must-fix; label as help-wanted; label as collecting-votes; close as not planned)
